Officer Robert Powell has been with the Dallas force since 2006. If this case wasn’t bad enough, now new information suggests Powell also claimed he was in a chase of Moats, reportedly a clear violation of policy.

Under a strict pursuit policy, Dallas officers may only chase those suspected of a violent felony. Often in a post-chase report, it is an officer’s own perception of being assaulted in some way that provides justification.

Chief David Kunkle says of the pursuit revelations:

“It appears, what he said, to have been contrary to our pursuit policy, to where he may have lied about the circumstances under which the pursuit began. So that is something else we are going to investigate.”

 Here again are excerpts of the video.

POWELL: “Get in there!. Let me see your hands!”

MOATS: “My mom is dying.”

MOATS: “I waited until no traffic was coming. I got seconds before she’s gone, man.

MOATS: “Just give me a ticket or whatever.”

POWELL: “Shut your mouth. You can cooperate and settle down, or I can just take you to jail for running a red light.”

MOATS:“If you’re going to give me a ticket, give me a ticket”

POWELL: “Your attitude says that you need one,”

MOATS: “All I’m asking you is just to hurry up”

POWELL: “If you want to keep this going, I’ll just put you in handcuffs and I’ll take you to jail for running a red light. Understand what I can do. I can tow your truck. I can charge you with fleeing. I can make your night very difficult.”

    The officer was well within his rights to detain moats indefinitely. He should have detained the entire family and put them all in cuffs. To my fellow officers, we are suspicious of all minorities that we pull over and we ticket each and every one of their kind as much as possible. We would like to extend our invitation to Officer Powell for his forward thinkiing and applaud him. Our grand wizard feels that he is perfect for joining our white supremacy group/chapter of our local KKK.

    Please, as a human being of the free nation, hear and understand this simple fact- Due to the insensitive and horrible judement of Officer Powell, a man lost precious moments to be with his wife and family in the last moments of his mother-in-laws life. The fact that (the commenter above) a member of the white supremacy group/chapter of a local KKK applauded Officer Powell, indicates the obvious fact that race played a part in the judgement of officer Powell. As in the case of many people of color, the Moats were treated with insensitivty, solely because some white people do not view people of color as human beings. Being black in America means that on many occasions, a white person will treat you like a dog rather than a human being. God made all human beings in the same manner. The differences we have such as the outside color of our skin, our eye color, hair color, accent - those are all traits that bring beauty and diversity to our nation. It shouldn’t divide us. I am not surprised by the actions of Officer Powell, because I am a woman of color and I experience first hand the pain and discrimination it feels to be a black person in America. Others should not judge us for our pain or simply say that we are, “playing the race card”. You have no idea until you walk a mile in the shoes of a person of color. If you had that chance, you would immediately see the difference in the way you are treated, only because of the color of your skin. How insulting and painful that is. May God touch the white supremacy member who wrote the message above, Officer Powell and any other person who is prejudice (consciously or subconsciously). The bottom line, a family lost a loved one; not a dog. A human beings life was lost there. As soon as Officer Powell, was explained the situation, he should have changed his stance and excorted Mr. Moats and his family into the hospital to be with their dying loved one. Sadly he did not and husband lost the chance to be with his mother in law in her final moments in life and more importantly,he lost the chance to hold his wife and be a comfort to her in the final moments as she lost her mother.

    It is not always about race. I believe that this officer would have done it to me (white ) or anyone. I believe that he is a prime example of a police officer that takes his authority and turns it into power and then abuses his power. I also believe that 75% of police are this way . This percentage has grown in the years and hopefully will cease to do so. I have been detained and had a similar experience when my dad was at home on hospice care and dying. Like I said , I am white as was the young officer. Other officers came and persuaded him to let me go after being handcuffed and put in the back of the squad car .. Also my mom had the gun pointed at he when she pleaded with the officer. This was Ft. Worths finest.

    robert powell should had apologized the day after or atleast been concerned afer he gave his stupid ticket,he should go in person to apologize and then go to the ladys grave also.

    The way this officer reacted is completely disappointing. People wonder why cops don’t get the respect they deserve, its because of cops like this. The worst part about this whole situation is that within a few weeks or months this cop will be back on the streets doing the same thing to someone else. I believe that this cop should be fired or put behind a desk, he does not belong on the streets to “serve & protect”.
