The owner of an aircraft and the operator of the flight can be (and very often are) different. Business jets are many times leased. The owner is the actual owner that is listed on the FAA Certificate of Registration. The operator could be the charter company that was hired, or even a contractor working on their behalf. If the NTSB stated that Global Executive Aviation was the operator, then they were the ones who were responsible for the flight.

As a newbie broker to the private jet industry I am even more acute of corporate jet accident reports and maintenance lapses. While the NTSB has not concluded what caused the crash–it is clear people undeerstand who is “responsible” for the jets operation.
